Galway City Council has commenced a review of the current Galway City Development Plan 2017- 2023 and preparation of a new development plan for the period 2023-2029.

The Pre-Draft Plan consultation phase has commenced and will run for an 8-week period from Thursday 7th January 2021 and Friday 5th March 2021 (inclusive). 

The public and stakeholders are invited to engage with the process to help develop objectives and policies that see our city develop and grow. This process offers an opportunity to examine the current development plan vision and policy and to progress a new plan which will guide the future growth of the City to 2029 and into the longer term, in a way which aims to be sustainable and inclusive for all.

What is a City Development Plan?

The City Development Plan sets out an overall strategy for the proper planning and sustainable development of Galway City. The Plan acts as a blueprint for the development of the city from a physical, economic, social and environmental perspective for a 6 year period.

How will my ideas and views inform the Plan?

Your views will help to shape the direction the Development Plan will take. Your submissions will be reviewed and summarised, and recommendations will be made in response to them. This will be presented to the Councillors in the form of a Chief Executive’s report. Your views will be published here on our planning portal.  The Chief Executive’s report will also be made available on the Council's website.

Public Consultation 

Public consultation is an important part of the process. This pre-draft plan public consultation stage will take place between Thursday 7th January 2021 and Friday 5th March 2021 (inclusive). 

To inform this process, a strategic issues paper has been prepared. It is available:

Details of further engagement occurring during the consultation process will be available on this page, the Galway City Council website and social media. 

Submissions / observations

Submissions / observations regarding the review of the existing Galway City Development Plan 2017-2023 and the preparation of the new City Development Plan 2023-2029 and / or the Strategic Environmental Assessment (SEA) / Appropriate Assessment (AA) process are invited from members of the public and other interested parties. 

The focus of this stage of the process is on strategic issues to help frame the general direction of the next City Development Plan. In this context, proposals or requests for zoning of particular lands cannot be considered. There will be an opportunity to make submissions later in the process, including submissions in relation to zoning. 

We encourage as many individuals, community groups, and stakeholders as possible to make a submission/observation. In particular children, or groups representing the interests of children, are encouraged to participate also.

Please make your submission/observation in one form only i.e. online, by email or hard copy by post. Submissions/observations should have a title of Development Plan Review and should state your name, address and where relevant, the body or organisation represented. 

The closing date for receipt of submissions /observations is Friday 5th March 2021

All submissions /observations lodged within the above consultation period will be taken into consideration during the preparation of the new City Development Plan. Please note that late submissions /observations cannot be considered.

Due to the current pandemic and requirements to adhere to public health protocols, face to face meetings maybe restricted. In the interests of the safety of the public and staff, the City Council request adherence with controls in place where an appointment in person is made. 

Data protection 

Please note that all valid submissions/observations received by the Council shall be published on the Galway City Council website and will form part of the Chief Executive’s Report on submissions/observations received and will be referenced /included in the minutes of Council meetings. 

Galway City Council is subject to the requirements of the Freedom of Information Act, 2014, the Data Protection Act, 2018 and to the General Data Protection Regulations (GDPR). Data will only be processed in accordance with the aforementioned legislation.
