NOTICE OF PROPOSED DEVELOPMENT BY A LOCAL AUTHORITY

Galway Western Distributor Road (WDR) Cycle Scheme

In accordance with Part XI of the Planning and Development Act 2000 (as amended) and Part 8, Article 81, of the Planning and Development Regulations 2001 (as amended), Galway City Council hereby gives notice of proposals pertaining to the scheme as set out hereunder.

The proposed scheme involves:

  • Construction of improved cycle and pedestrian facilities over 2.9km of the WDR from Cappagh Roundabout on the western end to Deane Roundabout on the eastern end of the road. This involves the introduction of segregated cycle tracks to both sides of the carriageway from Cappagh Roundabout to Clybaun Roundabout and the addition of bollards to the existing cycle lanes from Clybaun Roundabout to Deane Roundabout. All existing roundabouts (excluding Cappagh) will be upgraded to include cycle infrastructure.
  • Construction of 6 No. additional zebra crossing points including the upgrade of 2 No. existing crossing points.
  • Installation of new bus stop between Ballymoneen and Clybaun Road Roundabouts. Upgrade of existing Bus Stops along the length of the road.
  • The works will include upgraded public lighting, landscaping and drainage amendments.

An Environmental Impact Assessment Screening Report has been prepared in respect of the proposed development and in accordance with Article 120(1)(b)(1) of the Planning and Development Regulations 2001 (as amended), concluding that an Environmental Impact Assessment Report is not required. In accordance with Section 120 of the Planning and Development Regulations (as amended), any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Bord Pleanála, 64 Marlborough Street, Dublin 1

An Appropriate Assessment (AA) Screening Report has concluded that a full Appropriate Assessment is not required in respect of this proposed development.

Plans and particulars of the proposed development will be available for inspection online at https://www.galwaycity.ie/services/active-travel/active-travel-services/western-distributor-road-cycle-lane.

Plans and particulars of the proposed development will be available for inspection or purchase, at a reasonable fee not exceeding the reasonable cost of making a copy, at Galway City Council, City Hall, College Road, Galway, H91 X4K8, between the hours of 9.00am to 4.00pm Monday to Friday for the period 9th June 2025 to 8th July 2025 inclusive (excluding Bank and Public Holidays).

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area, shall be made in writing to the Planning Department, Galway City Council, College Road, Galway, or https://consult.galwaycity.ie/en/consultation/galway-city-western-distributor-road-wdr-cycle-scheme, or by email to planning@galwaycity.ie to be received on or before 22nd July 2025, and should be clearly marked Galway Western Distributor Road (WDR) Cycle Scheme.

All comments, including names of those making comments, submitted to the council regarding this scheme will form part of the statutorily required report to be presented at a meeting of the elected members. Accordingly, they may also be included in the minutes of that meeting and may appear in the public domain. Galway City Council is subject to the provisions of freedom of information (FOI Acts 1997 and 2014) (as amended) and the data protection acts 1988 and 2003 (as amended).
